Cultural and Scientific Commission Ex Officio Member Position Elimination
Town Council passed an ordinance that eliminates the appointment of a Town Councilmember to serve as an ex officio member of the Cultural and Scientific Commission. The Parker Municipal Code does not provide for the appointment of Councilmembers to serve as ex officio members on the Town’s other two boards/commissions (the Planning Commission and the Special Licensing Authority), and the Town Council elected to treat all boards and commissions in a similar manner. Town Council will instead request direct communication to the entire Council from its boards and commissions moving forward.

Temporary Signage Registration - 2021 Special Elections
Town Council passed an ordinance suspending the registration requirement for temporary signs for 30 days prior to and 15 days following the Town of Parker Special Election scheduled for April 20, 2021. Under the Parker Municipal Code, election signs are treated as temporary signs. The Municipal Code currently suspends the registration requirement for temporary signs between Oct. 1 and Nov. 15 of each calendar year in order to allow candidates to post election signage without registering those signs. This ordinance suspends the registration requirement for temporary signs between March 20 and May 1, to accommodate the special election scheduled on April 20, 2021. The ordinance will sunset on June 1, 2021.

April 2021 Special Election Intergovernmental Agreement
Douglas County has agreed to assist the Town of Parker with administration of its April 20, 2021 Special Election that will be held to fill two vacancies on the Parker Town Council. This proposed ordinance would enter the Town into an intergovernmental agreement (IGA) with the Douglas County Clerk and Recorder, formalizing the arrangement.

Motions, Contracts, Resolutions, Proclamations, Agreements

Special Licensing Authority Appointments
Town Council approved via resolution appointments to the Parker Special Licensing Authority, including a chairperson (David Chung), vice chairperson (Kelli Narde), regular members (Mike Appleby, Jon Brusco, Bryan Campbell, Chung and Narde) and alternate members (Gregory Simpson and Brandi Wilks). The terms of Appleby, Campbell, Simpson and Wilks expire on Dec. 31, 2021, while the terms of Brusco, Chung and Narde expire on Dec. 31, 2022.

Dransfeldt Road Extension - Preliminary Design Services
Town Council approved a professional services agreement with RS&H related to preliminary design services for the Dransfeldt Road Extension Project (Twenty Mile Road to Motsenbocker Road). After this preliminary design phase is completed in 2021, a final design effort will need to be undertaken in 2022. The total cost for this preliminary work is estimated at $414,545.

Janitorial Services Agreement
Town Council approved an agreement with The Key People Company for janitorial services at Town-operated facilities. An existing contract with The Key People was entered into in 2019 and included a provision to renew on an annual basis for an additional four years. The annual anticipated contract amount for 2021 is $485,163, which includes a 1.7% increase from the 2020 contracted amount of $477,052.

Contracts Over $100,000
Seven contracts over the amount of $100,000 requested by the Town’s Fleet Division were awarded by Town Council: 

1. A contract with Bobcat of the Rockies in the amount of $104,936 for the purchase of two skidsteer units, one Toolcat and one 24-inch planer attachment. 

2. A contract with L.A.W.S. in the amount of $111,100 for fleet upfit services. Replacement and additions to the Town’s fleet require substantial installation of equipment and placement of logos to make them ready for operation. This includes safety and emergency lighting, radio and computer equipment, and other attachments related to the operational function for each piece of equipment.

3. A contract with Custom Truck One Source in the amount of $198,750 for the purchase of a replacement aerial truck. This 70-foot aerial unit mounted on a Class 8 International Chassis had been identified for replacement.

4. A contract with Spradely Barr in the amount of $322,847 for the purchase of seven replacement vehicles and one addition to the Town’s Fleet, including two pickup trucks and six police vehicles, for the Police, Streets and Parks Divisions.

5. A contract with OJ Watson in the amount of $260,965 for the outfitting of necessary equipment for one dump truck with snow plow equipment and one unit with a swap loader configuration. 

6. A contract with McCandless Truck Center in the amount of $240,365 for the purchase of two 2021 International cab and chassis units, one as a replacement for an existing unit and one additional unit, for snow plow operations.

7. A contract with Korf Continental in the amount of $116,082 for the purchase of two, one-and-a-half-ton pickup trucks with incorporated dump body. These vehicles include a replacement unit for the Parks Division and a new addition to the Stormwater Division.
